Anyways, I brought my cellphone with me to this town. Seeing as how we don't know if the fees are permanent, people with important material possessions to give up should go before others.

Critter is clearly a supernatural being of unknown origin. An idea is that it may be a vengeful specter, trying to get revenge on humans or anything that isn't an animal in general. It clearly doesn't like people and prefers animals vastly to them. This place is its domain.
